The Redding Rancheria is seeking a Compliance Officer I. The schedule for this position is Monday through Friday, 8:00am-5:00pm.

JOB SUMMARY:

Develop, implement and maintain an independent audit for review of Gaming
Operations utilizing the current audit procedures manual. This position will administer an Audit Plan to evaluate compliance with all applicable laws and regulations. You will be responsible for the review and investigation of any and all incident reports from security and/or surveillance.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • A High School diploma, or the equivalent thereof, is preferred
  • Must have knowledge of National Indian Gaming Commission Internal Controls.
  • Redding Rancheria Gaming Ordinance Tribal/State Compact.
  • Heavy reading and report writing skills.
  • ABC Laws and regulations.
  • Position requires periods of frequent walking, observing and assessing activities of the Casino.
  • Position requires period of sitting and standing.

ESSENTIAL JOB DUTIES:

1. Develop, implement and maintain an independent Audit Program for the Gaming Commission’s Compliance Audit Plan utilizing the current audit procedures manual.
2. Select, verify and analyze transactions for audit projects based on defined criteria.
3. Verify policies and procedures are in compliance with applicable Federal, State and Redding Rancheria Laws, Rules and Regulations.
4. Review transactions, documents, records, reports and methods utilized for accuracy and effectiveness.
5. Develop audit reports and express recommendations for the correction of non-compliance issues. Submit audit results for review.
6. Follow-up on previous areas of corrective actions were implemented.
7. Conduct interviews of gaming staff and management as needed/required.
8. Review and evaluate compliance exception issues provided by external and internal sources, e.g. Commission members, and audit functions.
9. Perform required independent MIC’s and TIC’s audits in a timely manner.
10. Perform random department audits and develop internal audit forms and procedures.
11. Coordinate annual audit with external auditors.
12. Keep inventory of all Gaming machines including their location on the gaming floor.
13. Process background investigations on potential and current vendors-renewals-Same as Licensing clerk.
14. Insure all new games meet or beat all internal controls regulations, etc.
15. Must verify slot machine signatures.
16. Background investigation comply with state compact Licensing section, gaming commission regulations vendor section.
17. Issue vendor licenses and keep an updated inventory of Gaming and Non-Gaming.
18. Assist in the investigation process, when improprieties are identified, furnished and providing testimony as needed/required.
19. Keep updated contact information with all Licensed vendors.
20. Keep updated information from Win-River Casino of all Vendors-Gaming and Non-Gaming.
21. Monthly report of vendor status to Executive Director.
22. Adhere to confidentiality in all matters.
23. Adhere to all Policies and Procedures.
24. Must be on call.
25. Keep inventory logs of all Machine access and Maintenance.
26. Issue Gaming Machine Shipping Permits to the DOJ and Local Sheriff office.
27. Must be able to fill in when needed in other areas of the Gaming Department.
28. Train new Team Members of the Gaming Department.
29. Must be trained in CJIS fingerprinting system.
30. Must complete training to become a LASO (Local Agency Security Officer) for CJIS.
31. Must assist the Executive Director with preparation of annual NICG and DOJ audits.
32. Must maintain and update all departmental SOP’s.
33. Must continuously attend educational trainings to stay up to date with changing regulations.
34. Must read and understand the Redding Rancheria Tribal Gaming Regulations, Ordinance and State Compact.
35. Must investigate and close out Surveillance incident reports.

Gaming Information Systems Engineer

JOB SUMMARY:

The Gaming Information Systems Engineer is responsible for designing, implementing, and maintaining surveillance and gaming systems within the Tribal Gaming Agency. This role focuses on ensuring the security, integrity, and efficiency of systems to support regulatory compliance. The Systems Engineer will collaborate with cross-functional teams to develop, integrate, and optimize surveillance technologies to enhance the overall safety and performance of the Gaming Department’s environment while adhering to Tribal Regulations and industry standards.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • Bachelor Degree in Computer Science OR five to ten years of network and systems experience.
  • Minimum one year Low Voltage, Surveillance Technical, Information Technology or related experience required.
  • Knowledge of the utilization, operation and care of computer and related electronic data processing equipment.
  • Knowledge of general principles of computer systems operation, including potential uses and limitations. Considerable knowledge of PC operations, networks and software.
  • Knowledge of all laws and regulations related to Gaming industry and surveillance, as well as Tribal policies and procedures.

3. Prepare all correspondences for Tribal Council that are necessary before and after the meetings, including but not limited to preparing weekly Tribal Council packets and drafting correspondence for the Tribal Chair’s signature as needed.
4. Get appropriate signatures on approved resolutions and distribute resolutions back to appropriate staff for Tribal Council, General Membership, and the Win-River Governing Board (WRGB).
5. Record/prepare minutes and put on agenda for approval for Tribal Council, General Membership, and the WRGB.
6. Coordinate and keep separate updated Minutes, Resolutions, Directionals, and correspondence files for Tribal Council, General Membership, and the WRGB.
7. Coordinate Tribal Council’s schedules, including calendar reminders to Tribal Council for meeting dates and times and helping to prepare travel arrangements as needed.
8. Coordinate Tribal Council meeting needs such as: meetings off-site, food, drinks, copies, meeting packets, etc.
9. Prepares and coordinates needs for General Membership meetings such as food, child care,
room set up, etc.
10. Coordinate with Win-River Casino Staff for the monthly WRGB meetings.
11. Keep Tribal Council Chambers inventory as needed: paper plates, spoons, forks, cups, bowls, napkins, etc.
12. Code all Tribal Council requisitions and route for appropriate signature.
13. Assist with apparel orders for Tribal Council.
14. Coordinate Tribal Council Orientation. Including but not limited to, rooming list, Hotel contract, travel, apparel order, prepares orientation book, agenda, team building and welcome reception.
15. Assist with Fiduciary Review.
16. Prepares and distributes Honorarium for the following General Membership events: monthly meetings, anniversary event, Members Conferences, and Christmas Party.
17. Coordinate Swearing in Ceremony for newly elected Tribal Council. This includes the room set up, sending invitations to the General Membership, and ordering food.
18. Perform additional office operations or specialized business functions as related to Tribal Council.
19. Create and/or maintain file retrieval system (Docstar).
20. Answer, redirect and respond to telephone calls as necessary.
21. Greet and direct department visitors and clients.
22. Process and distribute Tribal Council related mail.
23. Create and/or edit correspondence or reports in support for Tribal Council activity.

JOB SUMMARY:

Provide Journey level maintenance for all Tribal facilities & properties. Supervises maintenance and custodial personnel including performance review, work order management and building effective people capability.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • Minimum of 3 years’ experience of working in a maintenance department.
  • Valid California driver’s license.
  • Must be fingerprinted and submit to background screening.
  • Must pass pre-employment drug screening.

ESSENTIAL JOB FUNCTIONS:

1. Provide preventive maintenance on all Tribal Facilities.
2. Manage Public Works Maintenance and custodial staff, prepare work schedules and assign specific duties.

4. Perform evaluations and performance review for personnel under authority.
