The Redding Rancheria is seeking a part-time Human Resources Generalist. The preferred schedule for this position is Monday 8:00am-3:00pm, and Tuesday through Thursday 8:00am-2:00pm.

JOB SUMMARY:

The Human Resources Generalist is responsible for performing HR-related duties on a professional level. This position carries out responsibilities in the following functional areas: background checks, Human Resource Information Systems (HRIS), onboarding, recruitment, and employment.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • Must possess a valid and current CDL.
  • Preferred BA degree with a business emphasis or 4 years’ experience in Human Resources field.
  • Proficiency with Microsoft Word/Excel and HRIS systems.

ESSENTIAL JOB DUTIES:

1. Ensures that employees in job positions requiring background investigations have been processed in accordance with hiring policies. Completes live scan fingerprints, conducts and reports thorough record searches and background investigations, that provide comprehensive information needed to make suitability determinations.

2. Maintains and audits human resource information system records and compiles reports from the database; Responsible for entering, verifying, auditing and keeping current the Human Resources Information System HRIS (ADP) including but not limited to: new hire information, background screenings, I-9 employment eligibility verification, TB tests, and wage garnishments etc.

3. Manages the recruitment process for personnel up to and including interviews; Writes and places job advertisements; all aspects of interviews; references checks, works with directors and supervisors to advertise, screen and set up interviews for open positions.

4. Responsible for the recruitment, hiring and auditing of temporary employees.

5. Assisting with all tracking and coordination purposes for the Tribal Youth programs: inputting information into ADP, running reports to insure all information is up to date, etc.

6. Coordinates, organizes and conducts new employee orientations (HR, Benefits, Computer and Safety) ensuring an effective and efficient transition into the workplace for new employees.

7. Tracks employees in their probationary trial service period. Prepares, forwards, and follows-up on the appraisal forms for completion.

8. Creates internal documents pertaining to employee changes such as schedule changes, budget codes alterations, campus transfers etc. Coordinates with supervisors to acquire appropriate approval for changes (in accordance with internal policy) and facilitates the implementation of approved changes into the HRIS system.

9. Works closely with payroll to ensure timely and accurate payroll processing especially concerning Redding Rancheria policies. Additionally, coordinates the processing and issuance of retroactive payments when applicable.

10. Completes employee separation of employment procedures according to legal and internal policy standards. This includes coordination with payroll to process and issue final checks with accuracy.

11. Creates, updates, and implements workflow processes as needed for the department.

12. Responsible for processing medical related leaves of absence i.e. FML, PML, PLA. Processing includes, but is not limited to: timesheet processing, sending bi-weekly updates, acquiring medical documentation, keeping organized records etc.

13. Assists with Redding Rancheria events, including: All Staff, Discover Health, etc.

14. Creates, updates, and implements workflow processes as needed for the department.

Licensed Therapist/Associate Therapist (Part-Time) – RRTHC

The Redding Rancheria is seeking a part-time Licensed Therapist/Associate Therapist. The preferred schedule for this position is Monday (10hrs.), Thursday (5hrs.), and Friday (10hrs.); specific times will be discussed upon an employment offer being extended.

JOB SUMMARY:

The Licensed Therapist is licensed/certified independently to provide direct Mental Health and Chemical Dependency services in an outpatient medical setting to Native Americans and their families residing in the eastern half of Trinity County and the western two-thirds of Shasta county who have mental health, substance abuse, or co-occurring disorders. This provider will conduct mental health intakes, substance abuse assessments, provide individual, family and group treatment and Integrative/crisis services to patients of all ages in the Redding Rancheria Tribal Health System. Responsibilities also include serving as a consultant for program services to Redding Rancheria staff and community, and working to increase the understanding of individual and community behavioral health issues and service delivery. The treatment approach will take place in a collaborative setting of medical providers, psychiatry providers, case managers, recovery team counselors, as well as other support staff. This position is under the supervision of the Behavioral Health Director.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • A Master’s degree in Counseling, psychology or relate field.
  • Must be currently licensed in good standing by the California Board of Behavioral Sciences to practice as an independent Marriage and Family Therapist (LMFT or AMFT), Licensed Professional Counselor (LPCC) or Licensed Clinical Social Worker (LCSW or ACSW)
  • Must pass background assessment of moral character and legal status. Must submit to fingerprint identification with law enforcement and be able to work with children.
  • Must demonstrate emotional stability, independent judgment, and initiative in professional activities and relationships with clients and co-workers.

ESSENTIAL JOB DUTIES:

1. Provide mental health and substance abuse assessments, develop and implement individualized treatment plans, psychotherapy, case management, referral and coordination with other allied professionals and treatment providers, including medical providers, psychiatrists, Tribal Child and Family Services, school IEP coordinators, courts, and other community based agencies.

2. Caseloads may include treatment of children, adolescents, adults, couples, or families living with mild-moderate mental health or substance use disorders.

3. Have a functional understanding of DSM-5 psychiatric disorders, psychoactive medications, brain physiology and demonstrate a working knowledge of various theoretical models of psychotherapy, including brief therapy, behavioral counseling, substance abuse recovery and other culturally relevant forms of treatment.

4. Demonstrate knowledge of trauma-informed treatment practices and/or a willingness to obtain training in trauma-informed evidence-based clinic interventions.

5. Provide case management in the form of interpersonal support and problem solving assistance to individuals and families in need of services. Provide crisis prevention, relapse prevention, education and follow-up information on mental health and substance abuse treatment and recovery to individuals and families in our service area.

6. Provide suicide risk assessments and crisis prevention intervention, with the possibility of receiving warm-handoffs from medical providers. Respond promptly to requests from staff for support in crisis situations within the clinic or the tribal community. Practice appropriate crisis intervention skills. In conjunction with other members of the Behavioral Health Department and local human service providers, develop preparedness plans for responding to crisis situations within Shasta County. Refer individuals for follow-up as needed.

7. Update individualized treatment plans according to ethical standards of practice including goal, objective interventions, duration and frequency.

8. Facilitate and co-facilitate group therapy sessions as needed for targeted client groups, such as adolescents, elders, trauma or abuse survivors, substance abuse treatment and recovery, anger management, grief support and/or other support groups. Work with the community to effectively advertise and recruit for group services.

9. Maintain confidential electronic health records and other records in accordance with requirements of state, tribal, federal laws and clinic policy. Accurately complete all assessments, daily behavioral health progress notes and client file documents within the required timeframe and provide them to the clinic, courts, probation and referral sources as appropriate, as required by insurance and within HIPAA regulations.

10. Provide consultation, training and technical assistance as requested to other departments and tribal entities. Assist with organizing staff and community activities that help the tribe respond to local human service and behavioral health needs in the interest of efficiency and responsiveness of services

11. Maintain a clinical license in good standing and comply with continuing education requirements per applicable through the California Board of Behavioral Sciences. Respond promptly to requests from the credentialing team to provide up-to-date documentation necessary for Insurance requirements.

12. Participate in clinical supervision with the Behavioral Health Director or behavioral health supervisor to maintain quality patient care and services, as needed. Participate in regular Behavioral Health Department staff meetings, safety training, group consultation and supervision. Evaluate clinical progress in an ongoing manner to include evaluation of employee’s own issues, such as counter-transference.

13. Proactively problem-solve with the supervisor appropriate time management and logistic strategies for working hours. Assist with program evaluations and peer reviews as requested. Complete timesheets, travel requests and trip reports, email responses, annual reviews and other projects as assigned in a timely manner. Keep appointments and be at work and at meetings on time.

14. Participate as a team member of Redding Rancheria by actively participating in tribal and clinic meetings, and collaborating with varied departments to facilitate the most effective provision of services to beneficiaries. Develop a positive working environment by treating clinic and tribal staff members with respect and courtesy. Exercise sound judgment with problem solving and conflict resolution skills. Encourage others to achieve high levels of quality and successful working relationships. Promote team effectiveness, promoting trust, commitment and tribal pride.

15. Possess and seek an ongoing fundamental understanding of Native American culture and local Native American communities. Maintain high quality work, patient care and provision of all services in a culturally competent and sensitive manner.

Tribal Historic Preservation Agent

The Redding Rancheria is seeking a Tribal Historic Preservation Agent

JOB SUMMARY:

The Tribal Historic Preservation Agent is responsible for identifying, documenting objectives, and activities to promote the spiritual and historical aspects of cultural preservation. Carry out the tribe’s responsibilities under the National Historic Preservation Act within Redding Rancheria’s historical inherent tribal boundaries and on Reservation Lands. Assists in providing cultural services to Tribal Members and local Native Americans. Assists in archiving cultural artifacts, site protection and repatriation. Under general supervision of the Cultural Resources Program Manager, assists in conducting and overseeing cultural preservation projects within the boundaries of the Redding Rancheria’s inherent territories of the Wintu, Pit River and Yana Tribes. Oversees management of the archaeological sites, promoting education regarding the Wintu, Pit River and Yana cultures, and consulting with outside agencies on state and federal laws pertaining to cultural resource compliance.

 

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • At least three (3) years current experience in cultural matters.
  • Knowledge of the traditions, culture and history of the Tribes of Northwestern California.
  • Experience in Indian Law.
  • Utilization of knowledge and experience working with Cultural Resource Protection laws, in particularly: Section 106 and Section 110 (National Historical Preservation Act), California AB (Assembly Bill) 52, California SB (Senate Bill) 18, and California Environment Quality Act (CEQA), National Environmental Policy Act (NEPA).
  • Knowledge and experience in NAGPRA and IACA policies desired.
  • Experience and familiarity with archaeological procedures and reporting required.
  • Familiarity with regulations and standards of various regulatory and credentialing groups relevant to historic preservation and cultural resource management.
  • Possesses experience related to historic preservation and cultural resource management and be willing to upgrade formal knowledge on a regular basis.
  • Field surveys, ability to read a topographic map, GPS data collection, create site records, and carry out other field mapping and data collection.
  • Demonstrated ability as a writer/editor.
  • Requires the ability to stand for an extended period to monitor cultural sites.
  • Must be able to pass a step-test to be able to travel across rough, uneven or rocky surface when conducting field inspections or performing survey work, especially regarding monitoring and identifying cultural sites.
  • Demonstrated experience in handling multiple tasks and priorities.

ESSENTIAL JOB FUNCTIONS:

  • Assists the Cultural Resources Program Manager with overseeing all cultural activities related to collections, archiving, cultural education and language, site protection and repatriation.
  • Assists in developing and maintaining appropriate policies and procedures to properly care for, protect and utilize the Tribe’s cultural resources.
  • Establishes protocols and maintains relationships with the Federal, State, and Local governments pertaining to all aspects of historic preservation and cultural resource management.

  • Draft comments for review and create official documents on behalf of the Tribe concerning development projects, land use projects, improvement projects, and any other projects as designated by the Manager of Cultural Resources.
  • Oversees all contractors engaged with the Tribe for activities related to historic preservation and cultural resource management.
  • Manage cultural monitoring pool, establish protocols and coordinate training for ongoing monitoring needs.
  • Participates in implementation and oversight of fieldwork for historic preservation and cultural resource management projects, as necessary.
  • Maintain working knowledge of all relevant Federal, State and Local regulations effecting historic preservation and cultural resource management.
  • Assists in establishing and implementing department goals and objectives.
  • Assists in providing periodic updates to Tribal Council regarding program activities.

  • Assists in implementing provisions of the Native American Graves Protection and Repatriation Act (NAGPRA).
  • Assists in promoting community interest and awareness of the cultural programs, through senior programs, youth groups, education, and community members.
  • Assists in reviewing archaeological reports, legal documents and agreements.
  • Attends workshops and assists in reviewing Native American Cultural Resource issues in publications and the Federal Register in order to maintain professional knowledge of trends, issues, proposed legislation, and new laws, which may impact the Cultural Resource Preservation Program.
  • Assists in developing the cultural histories and practices of the Redding Rancheria Tribes.
  • Perform other related duties as needed/working as the Repatriation contact for the Redding Rancheria.
