JOB SUMMARY:

Coordinate referrals from Redding Rancheria Tribal Health Systems to other health care providers for patient care that is not performed at the Health Center. Referrals are made to providers such as physicians, diagnostic facilities, radiology, laboratories, and hospitals.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  2. Experience with pre-authorization process for 3rd party payers.

ESSENTIAL JOB DUTIES:

  1. Receive referrals/requests from providers through the EHR and schedule outside care as indicated.
  2. Provide information to patients regarding referral provider name, address and phone number to allow patients to call to schedule appointment. Acquire pertinent records, labs, x-rays, diagnostic tests and health summaries related to the patient’s current condition from the medical records; forward information to the specialist or facility involved.
  3. Enter referral data, and insurance information into EHR..
  4. Track all referrals sent out to ensure completion of care and receipt of related documentation using SQL reports. .
  5. Maintain all required data in the EHR to comply with clinic, state and federal mandates.
  6. Request medical records/other additional information from outside healthcare facilities.
  7. Respond to authorized requests for information by outside healthcare facilities
  8. Receive outside records and scan to appropriate EHR patient file.
  9. Scan all ‘in house’ forms and documents to the appropriate EHR patient file.
  10. Track all stored historical paper charts and shred as per policy as they time out. Perform other related duties as needed.

Medical Scribe

The Redding Rancheria is seeking a Medical Scribe. The preferred schedule for this position is 4-10 hour days, specific days discussed upon employment offer being made.

BASIC JOB PURPOSE/FUNCTION:

Medical Scribes are individuals trained in medical documentation who assist a provider throughout their shift. The primary goal is to increase the efficiency and productivity of the physician. It will be the responsibility of the Medical Scribe to annotate any dictated or written information for the treatment of patients following all local, state, and federal guidelines for documentation into the electronic health record system. The Medical Scribe will be responsible for clearly recording each patient’s symptoms, history, physical exam, sending referrals, ordering labs, ordering x-rays, and documenting the diagnosis. This position will have no direct involvement in patient care, but has an interdepartmental role in assisting nursing and front office staff.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  1. One year of experience in a healthcare field preferred or minimum 2 year of college education with Medical Terminology, Anatomy, and Physiology coursework/degree.

ESSENTIAL JOB DUTIES:

  1. The primary role of the Medical Scribe is to assist the clinician with documentation of each patient’s medical chart during his or her visit.
  2. Accompanies the clinician into the patient examination area in order to transcribe a history and physical examination as given by the patient and physician.
  3. Documents any procedures performed by the clinician or nurses and printing the consent forms prior to the procedure, on the electronic medical chart.
  4.  Is an expert in the use of various templates and documentation techniques available in the EHR system, and use these tools efficiently so individual encounters can be well documented, as well as accurately congregate data collected for statistical reports.
  5. Transcribes any consultations or discussions with family members and/or the clinician. Completes the patient’s chart by transcribing results of any labs, x-rays, or other evaluations. In doing so, the scribe continuously checks on the progress of this data in order to get the patient’s workup complete so that the clinician is able to make his or her decisions regarding that patient. Lists all proper diagnoses as well as any follow up instructions and prescriptions, as dictated by the clinician.
  6. The Medical Scribe is to order labs and order x-rays, with knowing how to add the patient to the x-ray schedule.
  7. Transcribe referrals during the visit while sending it to the correct specialty.
  8. Generating notes, excusal letters, and any other forms the clinician requires; in so being able to navigate the document library.
  9. The Medical Scribe is to know how to schedule a patient for future visits.
  10. The Medical Scribe is to be able to look up insurance, in assisting the front staff.
  11. The Medical Scribe is to aide in management of QIP measures.
  12. Performs other clerical duties and tasks to improve provider productivity and clinic workflow as assigned.
  13. Ensures medical record compliance by self-documentation attestation.
  14. Other duties as assigned.

Family Physician

JOB SUMMARY:

Provides primary health care services consistent with the philosophy of Redding Rancheria Tribal Health Program. Assist the Medical Director as a preceptor and professional supervisor to the mid-level providers.

ESSENTIAL JOB DUTIES:

1. Provide direct medical services within the scope of a Family Practice Physician with optional obstetrics to program patients while demonstrating awareness and sensitivity to Native American health care needs. 2. Record patient chart entries in Subjective, Objective, Assessment Plan (SOAP) format, following RRIHS policies, and Medicaid and Medicare guidelines.

5. Provide required federal and state ambulatory patient care data on appropriate forms.

8. Provide out-of-clinic patient services as determined with Executive Director of Health Services, including but not limited to, procedures, surgeries, deliveries, newborn care, hospice care or home visits.

9. Participate in Quality Assurance (QA) and Continuous Quality Improvement (CQI) activities, including regularly scheduled department and provider meetings, case management, Pharmacy and Therapeutics Committee, Drug Utilization and Review, clinical audits and peer review.

10. Advise the Medical Department Management Team of any situations that may adversely impact the efficiency of the Medical Department.

Purchase Referred Care Specialist

JOB SUMMARY:

Monitor referral and emergency room purchase orders pertaining to medical and dental services being provided under contract with providers outside the Redding Rancheria Tribal Health Center.  Ensure that services provided are delivered in accordance with established policies and procedures and contract.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  1. College course work in Accounting or related field or 3 years equivalent work experience.
  2. Demonstrated work experience in accounting or related area.
  3. Requires attention to detail involved in auditing financial statements.

ESSENTIAL JOB DUTIES:

  1. Audit emergency room visits for accuracy of 72-hour notice, eligibility for treatment and payments by alternate resources. An alternate resource is a payer that is fully or partially responsible for payment. Purchase Referred Care (PRC) is a payer of last resort. The Specialist must make every effort to obtain timely payment from all alternate resources before obligating funds from Purchase Referred Specialist.
  2. Inform the Registration/Alternate Resources Department when patients are referred to the Clinic without any insurance.
  3. Assist with payments to outside providers for services rendered for patients who have been determined to be eligible for PRC services. No payments may be made of funds obligated unless the PRC Committee has determined that the patient is eligible for services. Payments must be made on a timely basis since failure to do so jeopardizes critically important relationships with outside providers and delay in payments may result in loss of discounts to the Clinic. Payments consist of purchase orders made payable to outside providers.
  4. Provide assistance to outside providers as needed to track purchase orders, payments and eligibility for payment to those providers.
  5. Interact with patients and their families to ensure timely, accurate and complete receipt of bills, invoices, medical records and other documentation related to the care of patients. The Specialist must be familiar with and observe the guidelines of the Health Insurance Portability and Accountability Act (HIPAA) as they relate to Protected Health Information. The Specialist must follow the HIPAA guidelines when releasing Protected Health Information to anyone.
  6. For audit purposes, ensure that proper records are maintained. Records include verification of status as a California Indian, medical records, invoices, statements, explanation of benefit (EOB) forms, and any other documentation necessary to a complete understanding of why payment was rendered of denied. These records will be kept as a scanned document in Doc star.
  7. Maintain cost containment procedures as outlined in Clinic or Tribal policies or as directed by the Health Operations Director.
  8. Obligating funds in accordance with referral purchase orders that have been approved by the PRC Committee and preparing those referral purchase orders as they are approved by the PRC  Committee.   The Specialist must verify that each referral purchase order contains the appropriate signatures and authorizations from the PRC Committee.
  9. This position has no supervisory responsibilities.
  10. Maintain a good working relationship within the Clinic and Tribal Administration offices.  The Specialist will make every effort to accommodate the needs of other departments as they request assistance from PRC.
  11. Will assist in the negotiation of favorable reimbursement rates from PRC providers and attempt to maximize discounts available to the Clinic from the PRC providers.

Licensed Therapist/Associate Therapist (Part-Time) – RRTHC

The Redding Rancheria is seeking a part-time Licensed Therapist/Associate Therapist. The preferred schedule for this position is Monday (10hrs.), Thursday (5hrs.), and Friday (10hrs.); specific times will be discussed upon an employment offer being extended.

JOB SUMMARY:

The Licensed Therapist is licensed/certified independently to provide direct Mental Health and Chemical Dependency services in an outpatient medical setting to Native Americans and their families residing in the eastern half of Trinity County and the western two-thirds of Shasta county who have mental health, substance abuse, or co-occurring disorders. This provider will conduct mental health intakes, substance abuse assessments, provide individual, family and group treatment and Integrative/crisis services to patients of all ages in the Redding Rancheria Tribal Health System. Responsibilities also include serving as a consultant for program services to Redding Rancheria staff and community, and working to increase the understanding of individual and community behavioral health issues and service delivery. The treatment approach will take place in a collaborative setting of medical providers, psychiatry providers, case managers, recovery team counselors, as well as other support staff. This position is under the supervision of the Behavioral Health Director.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • A Master’s degree in Counseling, psychology or relate field.
  • Must be currently licensed in good standing by the California Board of Behavioral Sciences to practice as an independent Marriage and Family Therapist (LMFT or AMFT), Licensed Professional Counselor (LPCC) or Licensed Clinical Social Worker (LCSW or ACSW)
  • Must pass background assessment of moral character and legal status. Must submit to fingerprint identification with law enforcement and be able to work with children.
  • Must demonstrate emotional stability, independent judgment, and initiative in professional activities and relationships with clients and co-workers.
  • Valid California Driver’s license. Individual must be insurable by Tribe’s automobile insurer.
  • Must pass pre-employment drug screening.

ESSENTIAL JOB DUTIES:

1. Provide mental health and substance abuse assessments, develop and implement individualized treatment plans, psychotherapy, case management, referral and coordination with other allied professionals and treatment providers, including medical providers, psychiatrists, Tribal Child and Family Services, school IEP coordinators, courts, and other community based agencies.

2. Caseloads may include treatment of children, adolescents, adults, couples, or families living with mild-moderate mental health or substance use disorders.

3. Have a functional understanding of DSM-5 psychiatric disorders, psychoactive medications, brain physiology and demonstrate a working knowledge of various theoretical models of psychotherapy, including brief therapy, behavioral counseling, substance abuse recovery and other culturally relevant forms of treatment.

4. Demonstrate knowledge of trauma-informed treatment practices and/or a willingness to obtain training in trauma-informed evidence-based clinic interventions.

5. Provide case management in the form of interpersonal support and problem solving assistance to individuals and families in need of services. Provide crisis prevention, relapse prevention, education and follow-up information on mental health and substance abuse treatment and recovery to individuals and families in our service area.

6. Provide suicide risk assessments and crisis prevention intervention, with the possibility of receiving warm-handoffs from medical providers. Respond promptly to requests from staff for support in crisis situations within the clinic or the tribal community. Practice appropriate crisis intervention skills. In conjunction with other members of the Behavioral Health Department and local human service providers, develop preparedness plans for responding to crisis situations within Shasta County. Refer individuals for follow-up as needed.

7. Update individualized treatment plans according to ethical standards of practice including goal, objective interventions, duration and frequency.

8. Facilitate and co-facilitate group therapy sessions as needed for targeted client groups, such as adolescents, elders, trauma or abuse survivors, substance abuse treatment and recovery, anger management, grief support and/or other support groups. Work with the community to effectively advertise and recruit for group services.

9. Maintain confidential electronic health records and other records in accordance with requirements of state, tribal, federal laws and clinic policy. Accurately complete all assessments, daily behavioral health progress notes and client file documents within the required timeframe and provide them to the clinic, courts, probation and referral sources as appropriate, as required by insurance and within HIPAA regulations.

10. Provide consultation, training and technical assistance as requested to other departments and tribal entities. Assist with organizing staff and community activities that help the tribe respond to local human service and behavioral health needs in the interest of efficiency and responsiveness of services

11. Maintain a clinical license in good standing and comply with continuing education requirements per applicable through the California Board of Behavioral Sciences. Respond promptly to requests from the credentialing team to provide up-to-date documentation necessary for Insurance requirements.

12. Participate in clinical supervision with the Behavioral Health Director or behavioral health supervisor to maintain quality patient care and services, as needed. Participate in regular Behavioral Health Department staff meetings, safety training, group consultation and supervision. Evaluate clinical progress in an ongoing manner to include evaluation of employee’s own issues, such as counter-transference.

13. Proactively problem-solve with the supervisor appropriate time management and logistic strategies for working hours. Assist with program evaluations and peer reviews as requested. Complete timesheets, travel requests and trip reports, email responses, annual reviews and other projects as assigned in a timely manner. Keep appointments and be at work and at meetings on time.

14. Participate as a team member of Redding Rancheria by actively participating in tribal and clinic meetings, and collaborating with varied departments to facilitate the most effective provision of services to beneficiaries. Develop a positive working environment by treating clinic and tribal staff members with respect and courtesy. Exercise sound judgment with problem solving and conflict resolution skills. Encourage others to achieve high levels of quality and successful working relationships. Promote team effectiveness, promoting trust, commitment and tribal pride.

15. Possess and seek an ongoing fundamental understanding of Native American culture and local Native American communities. Maintain high quality work, patient care and provision of all services in a culturally competent and sensitive manner.

JOB SUMMARY:

A Clinical Systems Analyst is responsible for leading and participating in planning, development, implementation, training, evaluation of use, and optimization of clinical informatics systems. This role is responsible for building, testing and implementing computer applications and other systems that support Redding Rancheria Tribal Health System’s business and clinical objectives. The Clinical Systems Analyst will serve as the internal expert for all clinical systems and is responsible for assisting in long term maintenance and optimization activities.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • Bachelor’s degree preferred or an equivalent combination of education and work experience.
  • Minimum four (4) years experience working with EPM and EHR applications, NextGen preferred.
  • Previous systems/application support and analysis in the healthcare industry, Nextgen preferred.
  • Completion of minimum two (2) year Health Information Technology training program or 3 years clinical systems experience.
  • Nextgen Certification (NCP) preferred or certified within 90 days of hire.
  • Experienced in relational and dimensional data modeling principles and techniques.
  • Certification in at least HL7 or SQL.
  • Experience as a lead analyst/tester on large scale Clinical Informatics projects.
  • Experience with integrating healthcare applications.
  • Proficient in Microsoft Office applications.
  • Strong conceptual and analytical orientation; intellectual curiosity and unstructured problem-solving skills.
