Quality Improvement Manager

The Redding Rancheria is seeking a [Quality Improvement Manager].

JOB SUMMARY: Under the direction of the Director of Informatics the Quality Improvement Manager (QIM) plays a vital role in developing and managing the continuous quality improvement and quality assurance programs within the Redding Rancheria Tribal Health System (RRTHS). The Quality Improvement Manager manages the performance of health center quality improvement activities, provider quality reviews, establishes and monitors quality improvement goals, and organizes outcomes research. This position is an integral part of improving overall clinical quality measures and will oversee the development of clinical and operational reports; clinical compliance with HEIDS / GPRA measures and regulatory requirements to enhance patient outcomes and meet organizational goals.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  •  Bachelor’s Degree required, preferably in a healthcare related field.
  • Master’s Degree preferred.
  • State RN licensure or a License in healthcare field preferred.
  • 4 – 5 years’ healthcare experience. 1-4 years’ quality improvement experience.
  • Supervisory experience required.
  • Certified professional in healthcare quality preferred.
  • Healthcare Quality experience, working with IHS, AAAHC, Partnership, HEDIS and GPRA strongly desired.
  • Experience working in a clinic setting and a demonstrated commitment to improving quality care for patients within RRTHS.
  • Excellent knowledge of community health needs, data analysis skills, programs evaluation methods, program planning tools/methods, as well as public and community health models and frameworks.
  • Experience manipulating and analyzing data with a focus on detail and organizational skills.
  • Experience with electronic health records (EHR) and conducting chart reviews.
  • Knowledge of medical terminology required. Must be able to communicate with medical staff effectively.
  • Must be able to multi-task- handle multiple cases, directions, projects and ability to complete the follow-through.
  • Uses time effectively and constructively. Does not abuse supplies, equipment, and service.
  • Excellent interpersonal skills with exceptional professional work ethics consistent with RR guiding values.

ESSENTIAL JOB FUNCTIONS:

  • In collaboration with the Director of Informatics ensure that the Quality Assurance and Improvement Plan meets clinical standards of care and achieve the desired outcomes.
  • Supervise the overall performance of staff in the Quality Improvement (QI) department.
  • Develop and Implement interventions to improve performance on measures. Works closely with medical operations on Quality Improvement efforts based on annual QI program and evaluations.
  • Becomes a subject matter expert (SME) in company quality initiatives, as well as the products, functions, and policy and procedures that support those initiatives.
  • Assist in the development of Quality Improvement initiatives in the clinic as identified by accreditation and/or regulatory agencies.
  • Oversee the generation of QI reports, track quality improvement activities and outcomes quarterly to the QI committee to ensure measurable improvements in clinical and operational outcomes and customer satisfaction.
  • Participate in Quality Improvement Committee meetings and QI work plans as needed.
  • Work with leadership to prepare policies/procedures to coordinate care management of patients, and reports that measure performance in various preventive clinical measures.
  • Prepare and manage application and submission process for accreditation and regulatory site review visits.
  • Monitor clinic workflow/documentation and make recommendations to the leadership team as to the integration of quality approach into daily operations.
  • Responsible for overseeing the production of all monthly, quarterly, final reports and applications to regulating agencies to ensure reports are accurate, and timely submitted.
  • Responsible for coordinating and managing health system wide performance improvement activities including continued survey readiness.
  • Keep informed of industry changes and serve as subject matter expert (SME) on programs affecting quality, population health, and incentive programs.
  • Assists in writing improvement plans, including needs assessment program plan, goals, outcome measures, and gathering supporting documents and work with relevant program staff.

Controller

Provide for the day-to-day supervision and operations of the Fiscal Department. Maintains accounting functions. Ensures integrity of financial records. Prepares or supervises preparation of all required financial and accounting reports. Recommends accounting procedures and systems improvements to the Chief Financial Officer.

ESSENTIAL JOB DUTIES:
1. Review program function for compliance with Tribal financial accounting and program goals, objectives, policies and procedures.
2. Develop internal audit policies and implement programs and procedures.
3. Report and recommend improvements and corrections in both fiscal and program functions.
4. Coordinate annual audit with external auditors. Prepare schedules, reconciliations, etc.
5. Maintain records and ensures that appropriate general ledger entries are made timely, accurately and in accordance with established policies and procedures.
6. Prepare financial reports as required.
7. Manage tribes’ grants and contracts to assure compliance with federal regulations.
8. Analyze indirect cost recovery and expenditures.
9. Manage accounting software database.
10. Prepare draw requests and maintains records of awards and receipts related to grants, contracts and compacts.
11. Participates in selection of personnel consistent with Personnel Policies.
12. Supervises, directs and evaluates the performance of all assigned employees.
13. Resolve tax issues pertaining to tax withholdings for payroll, per capita, and Minors Trust distributions.
14. Prepare year-end 1099’s for vendors, members, and non-employee compensation.

KNOWLEDGE, SKILLS AND ABILITIES:
1. Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
2. Knowledge and experience in Fund Accounting
3. Knowledge of Federal and State financial grant regulations. Knowledge of computerized information systems used in financial and/or accounting applications.
4. Knowledge of financial/business analysis techniques.
5. Knowledge of fiscal controls related to the safeguarding of institutional funds.
6. Skill in budget preparation and financial management.
7. Ability to communicate orally and in writing.
8. Ability to supervise, train, motivate and evaluate the work of assigned subordinates.

REQUIREMENTS/MINIMUM QUALIFICATIONS:
1. Bachelor’s degree in accounting and 5-10 years proven hands-on related experience and knowledge of all generally accepted accounting principles, governmental accounting, internal control, and financial statement preparation.
2. CPA preferred or studying for CPA exam.

Director of Operations CCHC

The Director of Operations CCHC directs and is responsible for all aspects of business development and marketing communications; including development, implementation, and monitoring, updating and ongoing analyzation of the organizations strategic business development and marketing plan.
