The Redding Rancheria is seeking a Purchase Referred Care Specialist. The preferred schedule for this position is Monday through Friday, 8:00am to 5:00pm.

The listed wage reflects the entry-level rate for this position. Compensation may be adjusted based on experience, education, and qualifications.

JOB SUMMARY:

Monitor referral and emergency room purchase orders pertaining to medical and dental services being provided under contract with providers outside the Redding Rancheria Tribal Health Center.  Ensure that services provided are delivered in accordance with established policies and procedures and contract.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  1. College course work in Accounting or related field or 3 years equivalent work experience.
  2. Demonstrated work experience in accounting or related area.
  3. Requires attention to detail involved in auditing financial statements.
  4. Must pass pre-employment drug screening.
  5. Indian preference.

ESSENTIAL JOB DUTIES:

  1. Audit emergency room visits for accuracy of 72-hour notice, eligibility for treatment and payments by alternate resources. An alternate resource is a payer that is fully or partially responsible for payment. Purchase Referred Care (PCR) is a payer of last resort. The Specialist must make every effort to obtain timely payment from all alternate resources before obligating funds from Purchase Referred Specialist.
  2. Inform the Registration/Alternate Resources Department when patients are referred to the Clinic without any insurance.
  3. Assist with payments to outside providers for services rendered for patients who have been determined to be eligible for PCR services. No payments may be made of funds obligated unless the PCR Committee has determined that the patient is eligible for services. Payments must be made on a timely basis since failure to do so jeopardizes critically important relationships with outside providers and delay in payments may result in loss of discounts to the Clinic. Payments consist of purchase orders made payable to outside providers.
  4. Provide assistance to outside providers as needed to track purchase orders, payments and eligibility for payment to those providers.
  5. Interact with patients and their families to ensure timely, accurate and complete receipt of bills, invoices, medical records and other documentation related to the care of patients. The Specialist must be familiar with and observe the guidelines of the Health Insurance Portability and Accountability Act (HIPAA) as they relate to Protected Health Information. The Specialist must follow the HIPAA guidelines when releasing Protected Health Information to anyone.
  6. For audit purposes, ensure that proper records are maintained. Records include verification of status as a California Indian, medical records, invoices, statements, explanation of benefit (EOB) forms, and any other documentation necessary to a complete understanding of why payment was rendered of denied. These records will be kept as a scanned document in Doc star.
  7. Maintain cost containment procedures as outlined in Clinic or Tribal policies or as directed by the Health Operations Director.
  8. Obligating funds in accordance with referral purchase orders that have been approved by the PRC Committee and preparing those referral purchase orders as they are approved by the PRC  Committee.   The Specialist must verify that each referral purchase order contains the appropriate signatures and authorizations from the PRC Committee.
  9. This position has no supervisory responsibilities.
  10. Maintain a good working relationship within the Clinic and Tribal Administration offices.  The Specialist will make every effort to accommodate the needs of other departments as they request assistance from PRC.
  11. Will assist in the negotiation of favorable reimbursement rates from PRC providers and attempt to maximize discounts available to the Clinic from the PRC providers.

Behavioral Health Program Supervisor

JOB SUMMARY:

The Behavioral Health Program Supervisor is responsible for the operational, clinical, and administrative leadership of the Behavioral Health Support Team, working in collaboration with the Behavioral Health Director. This role oversees Behavioral Health administrative assistants, the Lead Psychiatry Case Manager, and Psychiatry Case Managers. This role ensures effective daily operations across all Behavioral Health service locations, supports high-quality patient care, and drives program performance, efficiency, and compliance. The Program Supervisor serves as the central liaison between staff and leadership, supporting team development, program growth, and strategic departmental goals while maintain an active clinical caseload. This position is under the supervision of the Director of Behavioral Health.

15. Manage treatment funding budget and funding authorizations for Native American patients and tribal members, coordinating with the Recovery Department, Tribal Court, and external treatment facilities.

16. Facilitate safe care transitions through proactive communication with patients, families, pharmacies, providers, and cross-functional teams.

17. Coordinate referrals to internal and external services that support recovery, wellness, and continuity of care.

18. Maintain accurate, timely, and compliant documentation within NextGen EHR to support quality care, billing accuracy, and regulatory requirements.

19. Oversee lab results, medication issues, and referral updates, ensuring timely communication between patients and providers through clinical tasking workflows.

20. Conduct timely follow-up on missed appointments, medication requests, and ongoing patient needs to reduce care gaps and treatment adherence.

21. Collect patient histories, obtain routine vital signs, and document clinical information to support diagnostic and treatment planning.

22. Provide telephone triage, assess urgency, and direct patients to the appropriate level of care.

23. Perform urine drug screenings in compliance with DEA and chain-of-custody standards.

24. Manage prior authorizations for DME and specialty medications, ensuring accuracy, timely follow-up, and support for appeals.

JOB SUMMARY:

A Clinical Systems Analyst is responsible for leading and participating in planning, development, implementation, training, evaluation of use, and optimization of clinical informatics systems. This role is responsible for building, testing and implementing computer applications and other systems that support Redding Rancheria Tribal Health System’s business and clinical objectives. The Clinical Systems Analyst will serve as the internal expert for all clinical systems and is responsible for assisting in long term maintenance and optimization activities.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • Bachelor’s degree preferred or an equivalent combination of education and work experience.
  • Minimum four (4) years experience working with EPM and EHR applications, NextGen preferred.
  • Previous systems/application support and analysis in the healthcare industry, Nextgen preferred.
  • Completion of minimum two (2) year Health Information Technology training program or 3 years clinical systems experience.
  • Nextgen Certification (NCP) preferred or certified within 90 days of hire.
  • Experienced in relational and dimensional data modeling principles and techniques.
  • Certification in at least HL7 or SQL.
  • Experience as a lead analyst/tester on large scale Clinical Informatics projects.
  • Experience with integrating healthcare applications.

ESSENTIAL JOB DUTIES:

1. Perform system administration, File Maintenance, System and Practice template configuration for NextGen Enterprise EHR System.

2. Participates in the design, implementation, maintenance and evaluation of clinical and other informatics systems.

3. Responsible for documenting, implementing and enhancing processes and procedures, which utilize clinical informatics system applications.

4. Serve as primary liaison for Clinical Informatics Systems (Nextgen, Plexis, etc.) for reporting, trouble tickets, staying abreast of Hot Fixes and upcoming functionality.

5. Serves as the liaison between Information Systems and other departments for systems development and deployment.

6. Utilize SQL management studio, Crystal Reports to query the EHR database for maintenance and reporting purposes.

9. Coordinates and deploys application changes necessary for support.

12. Provide analysis of quantitative and qualitative data derived from internal and/or external sources.

13. Provide functional support of the software and reporting systems used by Redding Rancheria Tribal Health System.

14. Work with the Health Compliance Supervisor to ensure accurate and reliable data collection and validation for reporting to governmental oversight agencies such as GPRA, AAAHC, QIP, HEIDIS, and NDW.

15. Coordinate with Clinical Systems Trainer to evaluate, update and create workflows and training prior to and post implementation of new or updated systems.

  1. Uses discretion and independent judgment to organize work effectively to meet critical administrative deadlines.

  7. Responsible for tracking of all health center medical/dental supply orders placed by department managers that ship directly to health facilities, ie (McKesson, Henry Schein). Works directly with RR Finance AP/Purchasing to submit invoices for payment and follows up to ensure that invoices are paid timely.
  8. Responsible for tracking and reconciling RR Health Facility Credit Card charges to be used for approved use, such as: physician certification and licensing renewals.
  9. Assists RR Finance with inventory tracking and reconciliation of supplies, equipment and furniture.
  10. Works with and assists the Senior Administrative Assistant for the Executive Director of Health Services with contracts.
  11. Responsible for pickup and delivery of Payroll checks to each Health Campus.
