The Redding Rancheria is seeking an Education Director. This position is open to Tribal Members and Internal Candidates only.
JOB SUMMARY:
Under the direction of the Director of Program Services, incumbent is responsible for all programs under the Education department including: Head Start, Child Care, Youth Leadership and Enrichment Activities, The Scholarship Program, The Community Education Fund, Student Achievement, , Tutoring, Johnson O’Malley, and the School Clothing benefits program.. This includes staff supervision and the organization implementation of activities procedures that assure an efficient program and a safe environment for both children and staff. Responsible for fiscal and budgetary accountability and compliance with all state, federal and tribal guidelines and regulations. Secure program funding through the research of potential grant programs, tribal funding, and assist in writing grant proposals.
REQUIREMENTS/MINIMUM QUALIFICATIONS:
1. This position requires a successful applicant to have control of, or significant contact with, a child or children. Therefore, federal law requires all applicants be subjected to a thorough criminal background investigation including a character assessment. The criminal background check will include state, federal, and tribal criminal justice reporting as well child protective services reporting. A criminal conviction, or an affirmed allegation in a child protective proceeding, of abuse or neglect of a child will disqualify the applicant from consideration for employment.
2. Must be fingerprinted, pass background check, drug test and DMV clearance, including valid California Driver’s License.
3. Preferred BA in Education, Business Management or related field.
4. Demonstrated experience working in Head Start programs, Child Care programs, and/or Native American education programs.
5. CPR and First Aid certification.
6. Must pass pre-employment drug screening.
7. Indian preference.
ESSENTIAL JOB DUTIES:
1. Oversees all members programs and benefits under the Education department including: Educational School Trips, Youth Leadership, Individual Youth Activity Accounts, Monthly Group Activities, Youth Conferences, Report Card Incentives, Public Graduation Advertisement, Graduation Incentives and gifts for 8th grade, 12thy grade, and College Graduates, Adult and Youth Tutoring, School Clothing Benefits, Childcare Assistance Benefits, the Members Scholarship Program which includes: Tuition and Supplies Assistance, Monthly Living Allowance Benefits for youth and adults, Dormitory Assistance, Transportation, Moving Costs, Computer Purchases, Training Subsidy, Private School Benefits, as well as the College Preparatory Assistance program, and RRCEF: Community Education Assistance and Scholarships.
2. Maintain a permit through the United States Fish and Wildlife Service for the purposes of eagle feather requests for senior high school graduates.
3. Attend the annual 40% carnival to provide information on tribal education programs and benefits as well as gather input from tribal members for possible future program changes.
4. Attend the “Turning 18” meetings and provide a presentation on tribal education programs and benefits.
5. Plan and set-up a 12-month calendar of events for our Youth Leadership Program with a focus on preparing tribal youth to be leaders.

6. Prepare and submit the annual JOM student count to the BIE.
7. Seek out and collaborate with vendors to create and purchase sashes and necklaces for 8th grade, 12th grade, and adult graduates.
8. Coordinate the annual Education Banquet awards ceremony and provide acknowledgements to students using data from the report cards of all school-aged children.
9. Coordinate the annual tribal Youth Christmas Party: purchase presents, raffle items, and mail out-of-town youth checks.
10. Attend school meetings for tribal member children including SARB meetings, special education, and other meetings as necessary for the success of our children.
11. Coordinate activities that align with meeting the tribe’s educational strategic planning goals and collaborate with the human resources department on shared goals.
12. Plans, designs and oversees the implementation of a comprehensive child development and Education programs that meets or exceeds program performance standards
13. Establish and maintain systems to document and track program performance; meet reporting and evaluation deadlines as required.
14. Ensure all Education proposals are prepared and submitted in a timely manner. Prior approval is needed from the Executive Team and Tribal Council.
15. Ensure all educational facilities meet or exceed all local, state, federal or tribal requirements.
16. Determine staff, Tribal members, local Native Americans, parents, and families’ career development and in-service training needs; develop a plan for meeting these needs.
17. Knows and ensures compliance with CCFP and Tribal regulations pertaining to menu, meal counts, family documentation, etc.
18. Ensure and maintain a safe and caring environment for children and staff and that no child/adult is discriminated against by basis of religion, race, gender or ability.
19. Ensure that all staff adheres to the NAEYC Developmentally Appropriate Practices in Head Start and Childcare Programs.
20. Provide ongoing assistance and training in locating materials and planning age appropriate classroom or meeting activities with cultural relevance.
21. Ensure all Redding Rancheria Education Department programs maintain current and complete enrollment files for all participants including an up-to-date database with addresses and phone numbers for all adult and minor tribal members for the purposes of program eligibility, mailing and other communications.
22. Ensures the development and implementation of a Parent Education program; topics to include health, nutrition, parenting, social services, kindergarten, transitions to schools, parent child relations, etc.
23. Responsible for cultivating and maintaining a positive professional working relationship with parents, and other family members and/or childcare givers. Encourage and facilitate regular two-way communication. (with all education programs)
24. Ensure that relevant councils and committees are organized and facilitated. Serve as staff support as needed. Provide in-service training as needed regarding their roles, responsibilities, and authority.
25. As mandated, identify and will report suspected child abuse to proper authorities following established guidelines. Responsible for ensures safety of children at all times.
26. Plans, organized, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; makes decisions on compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Redding Rancheria personnel rules and policies.
