The Redding Rancheria is seeking a Senior Director of Program Services.  This position is open to Tribal Members and Internal Candidates only.

JOB SUMMARY:

Responsible for managing/administering all aspects of the Tribal Enrollment Department working with general membership and outside entities. Supervises Community Services Manager, Community Services Coordinator, Family and Children Services Caseworker, Family and Children Services Social Worker, File Clerk, Education Director, Cultural Resources Program Manager, Senior Nutrition Manager and Administrative Assistant I.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • Demonstrated experience in a secretarial position supporting senior management.
  • Must pass pre-employment drug screening.
  • Indian preference.
  • Must be fingerprinted and pass background check.

ESSENTIAL JOB DUTIES:

  1. Responsible for Certification of Department of Motor Vehicle Exemptions for the Tribal Membership.
  2. Key liaison and information source for membership inquires and concerns regarding programs.
  3. Manages Tribal Members Travel budget.
  4. Responsible for certifying and submitting a membership eligibility list to finance for monthly per-capita, surplus, and all other funding distributions.
  5. Responsible for monthly per-capita, surplus, and all other distribution checks including distribution to the tribal members and verification of recipients.
  6. Responsible for implementing and maintaining all aspects of Redding Rancheria enrollment ordinances including providing information to persons who may be eligible for enrollment.
  7. Responsible for preparing legal documents and presenting pending enrollment applications to the Tribal Council for approval.
  8. Arranging and ensuring DNA testing is completed for all new minor tribal members.
  9. Member of the Redding Rancheria Leadership Development Team and the Senior Management Team.
  10. Oversees family and children services department caseloads from the first petition through the closure of a case including: complaints, filings of petitions, case management, active efforts of the department, home visits, services and family reunification.
  11. Oversees the Senior Nutrition Program and ensures compliance with Title VI, health and safety requirements, and that healthy meals and activities are provided to support elders in the program.
  12. Ensures the NAHASDA housing program is in compliance with all regulations.
  13. Responsible for meeting with the Tribal Judge and Executives on a quarterly basis to discuss tribal court concerns.
  14. Responsible for meeting monthly with the Legal Department and Family and Children Services department regarding the current caseload.

Family & Child Services Caseworker

The Redding Rancheria is seeking a Family & Child Services Caseworker.

JOB SUMMARY:

The caseworker will assist and provide Indian clients comprehensive community, social, and pro-family services to promote stability in Indian households. The Caseworker will also provide direct services to at-risk families as well as families ordered by the Tribal Court into reunification services or services designed to prevent out-of-home placement of an Indian Child. The Caseworker will also recruit and facilitate appropriate foster homes from Tribal Member children in need of care.

REQUIREMENTS/MINIMUM QUALIFICATIONS:

  • BA degree preferred and/or at least 3-5 year work experience in this field.
  • Three years current work experience in Indian related community social services functions desired.
  • California Driver’s license required.
  • This position involves regular contact and/or control over minor children, as a result, a person who has been found criminally or civilly responsible for the abuse or neglect of a child, by any court, will not be eligible for employment in this position
  • Must be willing to submit to background check and fingerprinting.
  • Must pass pre-employment drug screening.
  • Indian preference.

ESSENTIAL JOB FUNCTIONS:

  • Caseworker will receive complaints or referrals of at-risk youth, at risk families, and allegedly abused or neglected children and shall, with the consultation and under the direction of the
  • Tribal Social Worker and Community Services Manager, shall investigate all such referrals and make the appropriate reports. Further, will assist in the coordination with tribal and county staff to ensure a proper investigation and where necessary, coordinate with the Office of Tribal Attorney to file a petition with the court for a Child In Need of Care.
  • Will assist Indian children and their parents who are in child custody proceedings and placements to locate and obtain any needed services as ordered by the Court or directed by the Tribal Social Worker, including assisting by helping to locate appropriate housing, transportation, service providers or other necessary resources that contribute to child safety and planning.
  • Will assist in locating, certifying, and supervising foster, relative or other tribal child care placements.
  • The Caseworker shall be responsible for identifying interested parties and organizing Family Unity Conferences, including sending out notice of such conferences, in each case at regular intervals to insure family input and participation in case decision making.
  • Participate in multi-disciplinary teams and staff meetings.
  • Provides linkage, referral, advocacy, and service planning and crisis support as needed.
  • Monitors compliance with reunification plans of each case and consults with Social Worker and Community Services Manager on client compliance with service plans.
  • Monitors visitation with parents when children are placed out of the home under guidelines established by the department or the Social Worker or the Court.
  • Caseworker is required to appear in tribal court to testify on case status, develop and submit case plans under direction of Social Worker and make Department recommendations.
  • Assists Social Worker with Home Studies for prospective placements as well as routine home visits.
  • Adhere to the policy and procedures of the Family and Child Services.
  • Provide other duties and responsibilities as needed.

Energy & Emergency Intake Coordinator

Responsible for developing, monitoring, implementing, and evaluating the tribes various energy and emergency assistance programs. Staff person will be responsible for prioritizing and registering energy and emergency assistance applications, scanning applications into electronic filing system and assisting with crisis energy program coordination as needed.

ESSENTIAL JOB DUTIES:
1. Monitor electric and hard copy program service documentation to ensure that appropriate Information has been documented.
2. File energy assistance applications and applicant verifications into electronic filing system.
3. Maintain tracking system to oversee federal funding allocations for the LIHEAP Program.
4. Assist with batching and payment notification for crisis energy program.
5. Prioritize and register energy assistance applications into the tribal processing system.
6. Ensure application registrations and completions are up to date according to program guidelines.
7. Assist in the day-to-day clerical operations including typing of letters, reports, memorandums, and announcements.
8. Help in the training of extra help.
9. Understand and communicate program regulations, policies and procedures to staff.
10. Assure timely payment to vendors; communicate with vendors as required for smooth program operation and maximum client benefit.
11. Assure that funding is spent according to regulations, and that clients in need can access the assistance in a timely manner.
12. Coordinate with Tribal agency departments, to assure that clients in other service components are aware of and can access energy and emergency assistance and that energy and emergency assistance clients can easily access other Tribal agency services according to their needs.
13. Promote the program in the Tribes service area through networking, public speaking, media relations, attendance/presentation at community functions.
14. Provide ongoing monitoring and evaluation of program effectiveness including goal achievement and outcomes.
15. Coordinate Tribal agency participation in Spring and Fall fairs including organizing weatherization kits, providing domestic violence safety planning brochure, coordinating tasks with community partners and working with vendors to obtain donations.
16. Perform other duties as required.

3. Experience in human/social service organization preferred.
4. Advanced level knowledge of Microsoft Office.
5. Possession of a valid, current California driver’s license.
